        You will serve as an Administrative Officer in the Business Office of NAVSUP FLC BAH GF.This position is responsible for providing business administrative support services to the Command.Relocation and recruitment incentives up to 25% may be authorized.The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week).Responsibilities

          • You will analyze, develop, and evaluate a wide variety of clerical, technical, and professional programs and operations to determine best business practices.
          • You will develop civilian personnel staffing plans by coordinating and documenting requirements of various components of the Command.
          • You will coordinate, monitor, and report status for personnel billets and vacancies.
          • You will analyze quantitative data in order to relate the effects of changes in the staffing levels to strategic objectives.
          • You will recommend strategies for allocation of resources in order to lean product and service lines.
          • You will develop proposals to improve productivity, efficiency, cost, and effectiveness.
          • You will recommend solutions and status of significant personnel management issues.
          • You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.

          • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

          • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
          • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
          • The work is primarily sedentary; however, there may be some walking, standing, bending, carrying of light items, such as papers or books or driving an automobile. No special physical demands are required to perform the work.
          • Work is normally performed in an office setting that has adequate light, heat and ventilation.
          • The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles.
          • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

        Qualifications

        Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using financial management systems (e.g. Navy ERP) to extract, analyze, and interpret business and financial reports; 2) Advising on effective and efficient methods for the use of funds to support an organization’s programs and activities; 3) Managing internal administrative processes to ensure compliance with current policies and provide feedback on areas for improvement; 4) Formulating budgets and estimates to meet funding requirements of plans, programs and activities; and 5) Providing manpower planning and administrative support to hire, retain, promote, and logistically support staffing requirements in accordance with established rules and regulations. Note: This information must be supported in your resume to be considered for this position.

        The Office of the Secretary of Defense (Personnel and Readiness) limits the number of Bahrain based DoD personnel accompanied tours. Dependent entry approval from Commander, U.S. Naval Forces Central Command is required for all accompanied tours prior to extending the final job offer and prior to issuing Permanent Change of Station (PCS) orders. Accompanied tours are not guaranteed.

        Tour of duty is 18-month unaccompanied or 24-month accompanied.
